I'm not sure of there was ever a version of 1.3 that was released to beta testers or anyone else. The latest 1.2 release I can find accidentally removes "Latest Rumors" which breaks all kind of vanilla quests. It also isn't compatible with RoHT because Orvas Dren's desk had been replaced.
